New Measures Implemented For Import of Used Mechanical and Electrical Products From Jan.1, 2016
Measures for the Inspection, Supervision and Administration of Imported Used Mechanical and Electrical Products(Hereinafter referred to as the Measures) was officially implemented on January 1, 2016, which means importation of Used mechanical and electrical products will be more normalized.
Why enterprises import used mechanical and electrical products? The man in charge of an enterprise in Zhejiang says:” Our company is specialized in producing mechanical and electrical equipment and needs to import mechanical and electrical equipment to organize the production due to the fast update speed of the products. But domestic equipment is hard to satisfy production requirements in precision. Meanwhile used imported used mechanical and electrical products are much cheaper than the new ones while having the same use effect. That is why imported used mechanical and electrical products with high cost-effectiveness have an obvious appeal in China. ”
According to the measures, our country implements list management system on imported used mechanical and electrical products . Those listed in the table 1 of Inspection, Supervision Measure Lists, for example, used kinescopes, regenerated kinescopes, used household appliances containing CFCs as cooling agent and foaming agent, are banned from import. And those listed in table 2 are allowed to import after passing the pre-shipment inspection at the appointed inspection organization before importation. And for used used mechanical and electrical products not listed in the Inspection, Supervision Measure Lists, the consignee or the user unit can declare to the port inspection and quarantine organizations with Import Statement for Used Mechanical and Electrical Products and relevant required materials. For those imported equipment exported for repair and re-imported, the consignee or user unit can declare to the port inspection and quarantine organizations with Special Import Statement for Used Mechanical and Electrical Products Exempted from Pre-shipment Inspection and other relevant required materials.
